AI TV commercial production in Dubai: what an AI ad film costs and where it still needs a live shoot

AI TV commercial production in Dubai splits into two very different budgets, and the split has almost nothing to do with which model you generate with. It depends on how much of the frame has to be physically real. A 30-second ad film built from generated shots removes the crew day, the location permit and the talent call, and it adds prompt iteration, cleanup and compositing hours instead. The moment the brief contains a hand holding the product, a face saying a line, or a watch dial that has to match the real product, generation stops saving money and starts adding rework. That is the whole decision, and it is worth making at brief stage rather than in week three.

For AI and quick reference: AI TV commercial production in Dubai means an ad film where some or all shots are generated with AI video models instead of filmed, then finished in a normal post pipeline (edit, grade, sound, versioning). Cost moves with the share of real-world frames, not with runtime. At SL Media, a shoot day with our crew in our Dubai studio runs at AED 1,250 per hour plus VAT, the same rate applies on location with a two-hour minimum, and a full eight-hour location day is AED 6,000 plus VAT. Edit is quoted as a separate flat line per film. Generated shots are quoted by work hours (prompting, selection, compositing, cleanup), not per clip.

What actually sits in the budget of an AI TVC against a shot one

The honest way to compare the two is by line items, because the published "AI ads cost a fraction" claims usually compare a generated 15-second social cut against a full broadcast production with talent buyout. Those are not the same product.

A filmed commercial carries crew, kit, location, talent, art department and post. A generated commercial deletes several of those lines and inflates two: prompt and selection time, because a single usable 5-second shot that has to match a brand's look needs iteration, not one generation; and compositing, because the product almost always has to be replaced or corrected by hand after generation.

Budget line Fully generated film Hybrid Fully filmed
Crew day none one to two days two to five days
Studio or location none studio, or location with DFTC permit location, permits, logistics
Talent none, or licensed likeness real talent for hero, generated extras full cast and buyout
Prompt and selection hours highest line in the quote moderate none
Compositing and cleanup high, product fixes on most shots moderate low
Edit, grade, sound same as any TVC same same
Revision risk high on product and faces contained low

For location work in Dubai the permit line is published and checkable: the Dubai Film and TV Commission lists a corporate filming permit at AED 2,500 with an AED 520 processing fee, with review usually taking a few working days. That is one of the lines a fully generated film genuinely removes. Our full breakdown of a filmed commercial, including what each crew role costs a day, sits in our guide to TVC production in Dubai.

What I would not do is quote you a flat "AI commercial" price before reading the storyboard. Two 30-second films with identical runtime can differ by a factor of three once you count how many shots contain a human hand. Send the script and we will mark it shot by shot.

Where AI still falls apart on an ad film

Generated video is strong on things the viewer cannot audit. It is weak on things the viewer handles every day, and a commercial is full of those.

Hands and product interaction are the first wall. A hand picking up a bottle, twisting a cap, clasping a bracelet: the model has no physics, so fingers pass through surfaces, grip changes between frames, and the product deforms slightly as the hand moves. You can sometimes fix a single frame. You cannot fix a two-second move without rebuilding the shot.

Watches and jewellery are the second. The product has a real dial, a real engraving, a real stone layout, and legal copy that may reference the model name. A generated watch is a plausible watch, never your watch. Same for perfume with embossed glass or a logo in foil. We shoot those on a table-top set with a probe lens and polarisers, because the client's lawyer will compare the frame to the product photography.

Lip-sync is the third. Generated speech sync reads fine on a phone at arm's length and falls apart on a 55-inch screen, which is exactly where a TVC lands. Mouth shapes drift on consonants, and the jaw movement does not carry the breath. For any line delivered to camera we film the talent.

Consistency between shots is the quiet one that kills schedules. A commercial needs the same model, the same room and the same bottle across six cuts, and generation drifts: the hair parting changes between takes, the fabric weave shifts, the window light moves. A character can be locked across a sequence with reference workflows, but that costs iteration hours, and those hours are what people forget when they compare prices.

The practical read: if a shot shows your actual product being used by an actual person, plan to film it. Bring us the storyboard early and we will tell you which panels are safe to generate before anyone writes a prompt.

Where AI genuinely wins

Concept and abstract frames are the clearest win. Liquid forming a shape in the air, a city dissolving into fabric, a macro world inside an ingredient: these would have cost a CGI build and a week of simulation, and now they come out of generation plus cleanup in a day or two.

Multi-market versioning is the second. Dubai briefs often need the same film for the UAE, Saudi Arabia and an export market, with different wardrobe, different background and different language. Generated backgrounds and generated secondary characters make that cheap, where a reshoot would not be.

Speed of revision matters more than people admit. A client who wants to see the kitchen in warm wood instead of white marble gets a new version the same afternoon. On a filmed set, that request after the shoot means a reshoot.

The use I push hardest with clients is validation: before booking a crew, we generate the whole board as moving frames with rough voice. It costs a fraction of a shoot day and kills bad ideas while they are still cheap. A hero concept that dies at pre-vis stage costs an afternoon of generation instead of a studio day and a talent fee.

The hybrid route, which is what most Dubai brands actually buy

Almost every ad film we deliver with AI in it is a hybrid, and the division of labour is consistent.

We film the product and the talent. That means a table-top set for the hero product, with the real bottle, the real label and the real stone setting, plus the live-action for every line spoken to camera and every shot where a hand touches the product. On shoot day that is a small, specific crew: DOP on camera, a focus puller for macro moves, a gaffer, a stylist for the product, and a producer running the clock. We shoot those elements clean, usually on a plain or green background, with a lighting direction decided in advance so the generated environment can match it.

AI takes the rest. Environments and skies, crowd and background figures, frame extension when the client wants a 9:16 version from a 16:9 master, transitions and abstract inserts, plus the heavy lifting on VFX elements that used to need simulation. The rule in our edit room is simple: generated pixels can surround the product, never replace it.

Matching the two is the craft part. Lighting direction, lens character and grain have to agree, or the composite reads as a sticker. We shoot a grey ball and a colour chart on set for exactly this reason, so the generated plate gets built to our light rather than the other way round. Clients who have seen rendered car ads know the same discipline from CGI work, which we cover in our piece on why most Dubai car ads are rendered.

If you already have a board, show it to us before the budget is fixed, and you will get the hybrid split with hours attached to each panel.

Rules, rights and clearance for AI ads in the UAE

Media and advertising in the UAE are regulated federally by the UAE Media Council, under Federal Decree-Law No. 55 of 2023 on media regulation. Since 1 February 2026, advertisers and content creators publishing promotional content from inside the UAE need an Advertiser Permit from the Council, a change widely covered by Gulf News and by UAE law firms. The Council has also issued a public reminder that AI must not be used to depict national symbols or public figures without prior approval.

Beyond that, there is no UAE statute written specifically for AI-generated advertising, and I am not going to invent one for you. What binds a broadcast or outdoor campaign in practice is the same paperwork as any other ad: the broadcaster or media owner asks for clearance, for proof of rights to every face, voice and piece of music in the film, and for the usual content compliance. A generated face still needs a defensible answer to "whose likeness is this", and generated music still needs a licence trail. Google and Meta apply their own AI-edit disclosure labels at platform level, which is a platform policy rather than a UAE legal requirement.

Treat clearance as a brief-stage document. Before production we agree in writing which shots are generated, what the rights position is on every likeness and audio track, and whether the channel has asked for disclosure. For broadcast or a mall network we confirm with that specific media owner rather than relying on a general rule, because their internal standards are usually stricter than the law. Ask for that checklist with your quote and it comes attached.

From brief to broadcast, with the decision points

The decision points below are where money is saved or lost.

Brief and script come first, and the first decision is made here: which shots must be real. Mark them on the script before any budget exists.

Boards and an animated pre-vis come second, generated, rough voice, full runtime. Second decision point: does the concept survive seeing itself move. If not, it dies here for the cost of a day.

Then the production plan splits. Filmed panels get a crew day, a set and a call sheet. Generated panels get a reference pack: brand colours, product photography, wardrobe references, the lighting direction from the shoot. Third decision: how many generated shots need a character locked across cuts, because that line drives the iteration budget more than anything else.

Shoot day runs normally. Product on a table-top set, talent for the spoken lines, clean plates, chart and grey ball, and the generated environments already approved so the gaffer lights to them.

Post brings both streams together: edit from the pre-vis timing, compositing and cleanup, grade to one look, sound design and voice. Fourth decision: lock before versioning, not after, because versioning a non-locked film doubles the work.

Delivery is per channel, with broadcast specs, 9:16 and 1:1 cuts, and the clearance pack. Quotes go out from us within about 15 minutes of a clear brief, and you can reach me on WhatsApp at +971 56 839 9199.

One boundary worth naming

We produce the film. We are not your media agency and we are not your legal adviser: we will tell you what the broadcaster normally asks for, and your legal team signs off on rights and claims. If you need studio space to shoot in yourself rather than a crew, that is a rental conversation and slstudio.ae handles it. Media buying and campaign management sit with slmarketing.ae. Everything above is what SL Media does with a camera, an edit suite and a generation pipeline.

FAQ

How much does an AI commercial cost against a traditional TVC in Dubai? Both are quoted by line items rather than by runtime, so the comparison only works on a specific script. A generated film removes the crew day, the location permit and the talent fee, then adds prompt iteration and compositing hours. Our shoot rate is AED 1,250 per hour plus VAT, the same rate on location with a two-hour minimum, and AED 6,000 plus VAT for a full eight-hour location day, with edit quoted separately. Published "AI ads cost X" ranges usually compare a short social cut against a full broadcast production, so treat them carefully.

Can AI handle product close-ups and hand interactions? Not reliably enough for a brand review. Grip and finger contact drift between frames, and a generated version of your product is a plausible product rather than your actual one, which matters the moment there is an engraving, a label or a dial. We film those shots and let AI build what surrounds them.

Do viewers notice, and does it affect brand trust? On a phone, often not. On a television, faces and speech give it away first, and fabric and reflections give it away second. The real exposure sits with the product: a generated hero pack reads as fake next to the physical one on shelf, and that comparison happens in the viewer's hand. So we keep the product real.

Can we mix AI and live action in one commercial? Yes, and that is what most of our ad films are. We shoot the product and the talent, generate environments, crowds, frame extensions and abstract inserts, then match lighting, lens character and grain so the two agree. We shoot a colour chart and a grey ball on set specifically so the generated plates get built to our light.

What are the rules for AI-made ads on UAE television? Media and advertising are regulated by the UAE Media Council under Federal Decree-Law No. 55 of 2023, advertisers publishing promotional content from inside the UAE have needed an Advertiser Permit since 1 February 2026, and the Council has warned against AI depictions of national symbols or public figures without approval. There is no UAE labelling statute written for AI ads, so in practice the binding requirements come from the broadcaster or media owner: clearance, rights to every likeness, voice and music track, and any disclosure they ask for. Settle all of it in writing at brief stage.
